摘　　要：基于政治系统的结构功能视角,对我国政府电子治理的发展历史进行剖析,从而揭示其演化逻辑。在结构要素与技术要素的互动下,我国政府电子治理的演化呈现为“结构采纳技术”和“技术重塑结构”两大循环交替过程。一方面,在高层级政府施压和社会诉求的输入/输出压力下,政府及政治系统不断采纳电子技术来强化或补充政治系统的结构,提升其功能。同时,政治系统在结构上的碎片化使技术体系呈现碎片化,从而构成“结构采纳技术”的过程。另一方面,技术进步和网络企业的发展等也在推动电子技术体系的整合,并且在高层级政府推动和社会输入/输出压力下,技术整合会从纵向和横向上进一步倒逼政治系统(尤其政府)的结构整合,形成网络化、一体化、统一化的政治系统结构,从而构成“技术重塑结构”的过程。这两大过程相互关联,前者是后者的基础,后者是对前者的突破,两大过程交替推进,从而达成结构与技术间的动态平衡和相互适配,有效提升了政治系统的治理水平。Based on the perspective of structural function theory,this study reveals the evolutionary logic of e-governance in China by analyzing the development history of e-governance in China.Under the interaction of structure and technology,the evolutionary logic of China’s electronic governance includes two major cyclical processes:“structure adopting technology”and“technology reshaping structure”.First,under the pressure of high-level government and society,the political system continues to adopt electronic technology to strengthen or supplement its structure and enhance its function.And due to the fragmented structure of the political system,the technical system is fragmented.Secondly,technological advancement and network enterprises are also promoting the integration of electronic technology systems.Under the pressure of high-level government and society,technical integration will promote the structural integration of political systems(especially government)both vertically and horizontally.To form a networked,integrated,and unified political system structure.The two processes are interrelated.The former is the basis of the latter,the latter is the breakthrough of the former.They promote the dynamic balance and mutual adaptation between structure and technology,and effectively improving the functional level of the political system.
