摘  要:河南省高等教育质量评估体系建设在高等职业教育、普通本科教育和研究生教育等方面存在一些突出问题。在高等职业教育方面,建议河南省全面落实高等职业院校教学工作诊断与改进制度,构建河南省高等职业院校人才培养工作状态数据采集与管理平台。在普通本科教育方面,一是要建立河南省省级本科教学基本状态数据监测平台,二是鼓励高校设立“教育教学评估中心”、完善自我评估制度体系,三是积极推进后审核评估时代河南省本科教育质量持续改进工作,四是明确河南省本科专业评估结果运用范围、持续扩大本科专业综合评估专业,五是要鼓励河南省更多本科院校和更多专业参与中国工程教育专业认证工作,六是鼓励更多院校开展医学教育专业认证工作。在研究生教育方面,省政府应加大对研究生教育的投入力度;省教育行政主管部门应组织力量加强对研究生教育一级学科评估的政策研究;相关高校应当对照第四轮学科指标体系制定整改方案,夯实研究生培养质量基础,切实提高学科建设水平。鼓励社会组织对河南省高校开展大学排名研究。There are some outstanding problems in the construction of higher education quality assessment system in Henan Province in higher vocational education,general undergraduate colleges and postgraduate education.At the level of higher vocational education,it is suggested that Henan Province should fully implement the diagnosis and improvement system of teaching work in higher vocational colleges,and build the data acquisition and management platform on the status of talent training in higher vocational colleges in Henan Province.At the level of general undergraduate education:first,it is necessary to establish a monitoring platform for basic state data of Henan provincial undergraduate teaching;second,encourage colleges and universities to improve the self-evaluation system of colleges and universities,and establish a“education evaluation center”;third,improve the quality of undergraduate education at post age of the audit assessment;fourth,it should be clear about the scope of application of undergraduate professional assessment results in Henan Province,continue to expand the undergraduate professional comprehensive assessment;fifth,to encourage more undergraduate colleges and more professional participation in China’s engineering education professional certification;sixth,to urge the university to start the medical education professional certification work as soon as possible.In terms of postgraduate education:first,the provincial government should increase investment in postgraduate education;second,the provincial education department should organize efforts to strengthen policy research on the evaluation of the first-level discipline of postgraduate education;third,relevant universities should compare the fourth round-subject index system,formulate rectification plans,consolidate the quality foundation of postgraduate training,and effectively improve the level of discipline construction.Encourage social organizations to rank universities in Henan Province.
