人民政协民主监督的现实难题及应对策略  

The Problems of CPPCC’s Democratic Supervision in Practice and the Corresponding Coping Strategies

摘　　要：人民政协民主监督是人民行使监督权力的重要途径,是人民政协履行政治协商、参政议政职能的有力保障。当前,人民政协民主监督在实践中陷入“不会监督”“不敢监督”和“不愿监督”的窘境,存在监督流于形式、监督职能弱化、监督机制不健全和评价机制不完善等缺憾。加强和改进人民政协民主监督,可以从以下几方面着手:强化民主监督意识,提高自身素质;加强民主监督和权力监督的协调配合;拓展监督渠道,探索监督新形式;协调各方力量,完善监督机制。As an important way for the people to exercise their supervisory power,CPPCC’s Democratic Supervision provides a strong guarantee for its functions of political consultation and participation in the deliberation and administration of state affairs.At present,CPPCC’s Democratic Supervision has fallen into difficult circumstances.That is,supervisors do not know how to supervise,are afraid to supervise and are unwilling to supervise in practice.There are some defects such as mere formal supervision,weakened supervision functions,defective supervision mechanisms and imperfect evaluation mechanism.To strengthen and improve CPPCC’s democratic supervision,the following measures should be undertaken:strengthening democratic supervision consciousness and improving their own quality;strengthening coordination and cooperation between democratic oversight and oversight of power;expanding supervision channels and exploring new forms of supervision;coordinating the forces of all parties and improving the supervision mechanism.
