摘　　要：陕西省汉中市围绕“两不愁、三保障”突出问题,坚持问题导向,不断破解难点、疏通堵点,全市以开展农村供水工程“量化赋权”试点工作为契机,围绕“设施产权明晰化、经营形式多样化、运行管护长效化、设施管理信息化”,探索建立深度贫困地区农村供水工程建管养用一体化新体系,确保饮水工程良性运行。Centered on the basic needs of food and clothes,key issues with education,health care and housing,the municipal government of Hanzhong City in Shaanxi Province has committed itself to find solutions,by initiating pilot projects for accountability and empowerment for water supply.Under the principle of“specifying property rights,diversifying business mode,encouraging long-term operation and maintenance,and digitalized management of water supply system”,an integrated mechanism that covering construction,management,maintenance and utilization of water supply system has been exploited and developed in poverty-stricken areas,so that a sound operation of drinking water system shall be secured.
