环境规制对企业创新绩效影响及实现机制研究——基于中国企业调查数据的经验分析

摘　　要：文章基于2012年世界银行提供的中国企业调查数据,实证检验了环境规制对中国企业创新绩效的影响及实现机制。研究结果表明:其他条件不变情况下,企业所在城市当期的环境规制对企业创新绩效产生显著促进作用,而滞后一期的环境规制不利于提升企业创新绩效;以2005年确定的全国主要污染排放物总量控制计划中的化学需氧量(COD)减排目标作为2011年各城市环境规制的工具变量,并采用两步最优GMM方法再次检验了基准回归结果;当期环境规制对不同区域、不同所有制及是否嵌入全球价值链的企业的创新绩效都存在稳健的正向促进作用;提升产品性能、对员工提供技术培训、引入新技术和更有弹性的生产运作程序是环境规制促进企业创新绩效的影响机制。Based on the data of a survey on Chinese enterprises conducted by the World Bank in 2012,this study is trying to verdict the influence and mechanism of environmental regulation on the innovation performance of enterprises.The results show that,under the same conditions,the environmental regulation in the current period of the enterprises has a significant effect on the enterprise innovation performance,while the lagging environmental regulation is not conducive to the enterprise innovation performance.By choosing the targeted emission reduction of chemical oxygen(COD)in the National Total Control Plan for Major Pollution Emissions in 2005 as the tool variable for the environmental regulation in 2011 and adopting the two-step optimal GMM method,the result achieved once again verified the benchmark regression model.When current environmental regulations demonstrate a stable and positive effect on the enterprise’innovation performance whichever it’s regional or global or in different ownerships,the improvement of product performance,technical training for employees,incorporating new technologies and more flexible production operation process promote the influence mechanism of enterprise innovation performance.
