技术创新与制度创新的耦合:英国智慧医疗发展模式探析

摘　　要：智慧医疗是综合运用物联网、互联网、云计算、大数据等技术,实现医疗信息互联、共享协作、临床创新、诊断科学以及公共卫生预防等目标的系统工程。英国在全民免费医疗的体系基础上,抓住现代技术革命的契机,不断创新制度模式,形成了引领未来的智慧医疗新范式。科技发展为英国医疗制度转型提供技术支撑,制度转型又为智慧医疗技术创新降低交易费用和摩擦成本,提供更为优化的社会环境。制度创新和技术创新互相促进、深度耦合的医疗服务模式,成为英国智慧医疗迅速高效发展的双重引擎。其成功经验和模式值得思考及借鉴。Smart Healthcare is a systematic engineeringthatintegrates thetechnologies of the Internet of Things,Internetwork,Cloud Computing and Big data to realize the goals ofMedical Information Interconnection,Shared collaboration,Clinical Innovations,Diagnostic Science and Public health prevention.On the basis of National Health Service(NHS),Britain seized the opportunity of technological revolution and constantly innovated the system model,forming a new paradigm of intelligent medical care leading the future.The development of sci ence and technology provided technological support for the transformation of British medical system,which in turn provided a more optimized social environment for smart healthcare innovation to reduce transaction costs and frictional costs.Institutional innovation and technological innovation were mutually reinforcing and deeply coupled in healthcare service model,which has become the dual engine of the rapid and efficient development of British smart healthcare.Its successful experience and model are worth pondering and drawing lessons from.
