国有资本划转社保基金的治理机制重构研究

摘　　要：国有资本划转社保基金是社会各界较为关注的公共政策议题。当前我国社保基金治理中存在着基金长期收支平衡治理难度大、基金高层级统筹运行治理障碍多、基金管理体制健全治理压力大等主要难题。国有资本划转社保基金后亟需加强规范制度建设,完善优化治理机制,要进一步从明确国有资本承接主体功能定位、优化社保基金功能、协调承接主体与社保基金之间功能关系和加强两者的制度融合等方面重构国资划转后社保基金治理的机制,以提高社保基金治理能力和水平,推动国有资本划转长期性、可持续、高质量实施。The transfer of state-owned capital to social security funds is a public policy issue of greater concern to all sec tors of society.At present,there are major difficulties in the management of social security funds in China,such as the difficulty in controlling the long-term balance of funds,the obstacles to the overall management of the fund,and the pressure on the fund management system.The state-owned capital needs to strengthen the standard system after the transfer of social security funds.To improve and optimize the governance mechanism,it is necessary to further clarify the state-owned capital to undertake the main function of the main body,optimize the function of the social security fund,coordinate the functional relationship between the main body and the social security fund,and strengthen the institutional integration of the two,etc.The mechanism is to im prove the capacity and level of social security fund governance,and promote the long-term,sustainable and high-quality imple mentation of state-owned capital.
