中国石油海外天然气业务发展策略浅析

摘　　要：经过多年"走出去"发展,中国石油初步建立了海外天然气资源基地和相应的中下游业务体系。当前,国际形势复杂多变,国内天然气市场化改革和能源转型步伐加快,中国石油海外天然气业务发展面临诸多挑战,包括天然气资产比重偏低,投资风险较大;国内下游市场失稳,短期内抑制海外天然气业务扩张;产业链不完善,国际竞争能力不足等。同时面临发展机遇,包括中国市场对天然气的巨大需求,全球天然气供应能力增长、价格下降,新兴天然气进口国需求、"一带一路"倡议推动海外天然气合作走向深入等。建议中国石油坚持海外天然气一体化发展,做好长期规划;持续做好业务链和资产组合优化;大力推进"一带一路"天然气全产业链深化合作;与国内上下游相关企业加强合作,协同发展海外天然气业务。After years of the "Going Global" development, CNPC has established a preliminary oversea natural gas resource base and related midstream & downstream business system. Under the complex and volatile international situation and the accelerating market-oriented reform of domestic natural gas industry and energy transformation, it encounters such challenges as the low proportion of natural gas assets, high investment risk, the unstable domestic downstream market curbing the expansion of overseas natural gas business in the short term, the weak industrial chain, and insufficient international competitiveness. Meanwhile, it also faces many development opportunities including the huge demand for natural gas in the Chinese market, the increase in global natural gas supply capacity and the decline in prices, the demand of natural gas in emerging importing countries, and the deepening of overseas natural gas cooperation promoted by the Belt and Road Initiative. This article gives some suggestions such as taking and sticking to integrated oversea gas development strategy, making a long-term planning, optimizing the business chain and portfolio continually;vigorously promoting natural gas full chain cooperation along with the Belt and Road Initiative, strengthening cooperation with the domestic enterprises in the value chain to jointly develop oversea natural gas business.
