摘  要:对于区域来说,科技创新效率大小往往能体现其科技创新能力强弱。本文针对不同时期前沿面无法比较问题,同时为了分析环境对科技创新效率的影响,构建考虑外部环境和异质前沿面的改进三阶段EBM-Windows模型,以期更准确评估区域科技创新效率。根据中国30个省市自治区(不包括香港、澳门、台湾、西藏的数据) 2007-2016年的科技创新效率结果,对比分析各区域效率值,结果表明在剔除环境因素和随机干扰影响后,大部分地区科技创新效率有所提升,并通过测算引起效率变动的影响因素大小,提出改进各区域科技创新效率的建议。For a region,the efficiency of technological innovation can reflect the strength of its scientific and technological innovation capabilities.This paper addresses the issue of incomparable frontiers in different periods and analyzes the impact of environment on technological innovation efficiency,thereby constructing an improved three-stage EBM-Windows model that considers both the external environment and the heterogeneous frontiers,hoping to more accurately assess the regional technological innovation efficiency.Based on the results of technological innovation efficiency of China s 30 provinces except Hongkong,Macao,Taiwan and Tibet from 2007 to 2016,this paper compares the efficiency of each province.The results show that after removing the effects of random disturbances and environment,the efficiency of technological innovation in most provinces has been greatly improved.By measuring the size of the influencing factors causing the efficiency change,suggestions for improving the efficiency of technological innovation in various regions have been proposed.
