摘　　要：“最多跑一次”改革是我国“放管服”改革的一大创新,但是其在公共行政领域的价值并没有被充分认知。步入新时代,“以人民为中心”成为政府改革的指导原则。在公共行政实践创新领域,“最多跑一次”改革实现了公共服务“供给侧”和“需求侧”的双向沟通,表征了政府对人民服务效能的数量和质量的双重承诺,克服了政府本身的“索取”欲望。在公共行政理论创新领域,“最多跑一次”改革试图融合新公共管理和新公共服务理论的长期争论,兼顾政治与行政、公平与效率、私利与公利的二元价值。要巩固和升华改革成果,让“中国话语”在公共行政领域落地生根,仍需探索“以人民为中心”与“以领导为中心”、依法治理与柔性治理、简政放权与加强监管之间恰当的平衡点。“No more than one visit for one item”government reform is a big innovation of“streamlining administration,delegating power,strengthening regulation and improving services”in China,but its value in the field of public administration is not fully recognized.In the New Era,“people-centeredness”has become the guiding principle of government reform.In the field of practical innovation in public administration,“no more than one visit for one item”government reform has achieved two-way communication between the“supply side”and“demand side”of public services,represents the government s double commitment to the quantity and quality of people s service efficiency,and overcomes the“acquisitiveness”of government.In the field of theoretical innovation in public administration,“no more than one visit for one item”government reform attempts to integrate the long-term debate between the new public management theory and the new public service theory,and also gives consideration to the dual value of politics and administration,fairness and efficiency,and private interests and public interests.To consolidate and sublimate the achievements of reform and make“Chinese discourse”take root in the field of public administration,it is still necessary to explore the appropriate balance between“people-centeredness”and“leader-centeredness”,rule of law and flexible governance,and streamlining administration and delegating power and strengthening supervision.
