摘　　要：随着服务型政府理念的推进,“民本”思想逐渐在乡村社会得到切实展开。其中,畅通农民权利表达通道成为服务型政府理念在乡村社会实践的重要内容。依托现代信息技术发展,以12345政府服务热线为代表的技术治理手段被广泛应用于农民权利表达场域,起到了畅通农民权利表达通道和规范村级治权等方面的作用,同时也造成了农民对村级组织的信任度和认可度不断下降的治理后果。村级治权面临合法性被消解的危机,要重构村级治权合法性,必须要打破以政府为主导的技术治理思维,推动村民自治制度实体化运转,提升以村民为治理主体的农村基层社会自主服务能力,实现农村基层治理现代化。With the advancement of the concept of service-oriented government,“people-oriented”thought has gradually been practically launched in rural society.Among them,the smooth expression of villagers rights has become an important part of the concept of service-oriented government in rural social practice.Relying on the development of modern information technology,the technology governance means represented by 12345 government service hotline are widely used in the expression of villagers rights,and play a role in smoothing the channels of villagers rights expression and standardizing village governance.However,at the same time,it has resulted in the governance consequences of villagers decreasing trust and recognition of village organization.Village governance power is facing a crisis of legitimacy resolution.To reconstruct the legitimacy of village governance power,we must break the government-led thinking of technological governance,promote the substantive operation of villager autonomy system,enhance the autonomous service ability of rural grass-roots society with villagers as the main body of governance,and realize the modernization of rural grass-root governance.
