协同治理视角下社会组织参与社区治理的现状探究——以徐州市金山社区为例

摘　　要：社会组织作为社会治理的主体力量,在社区管理和服务方面发挥着重要的作用。在市场失灵的背景下,以徐州市金山社区为研究场域,开展实地调查研究,分析各类社会组织参与金山社区治理的基本成就与未来发展方向。揭示社会组织进行社区治理的优势与问题,从协同治理的视角提出改善社会组织参与社区治理的有效对策,如重构政社关系、开展协同治理、推进社会组织制度设计与加强政府监督管理、提高社会组织社区治理的专业化、规模化和品牌化能力等。对满足社区公民的多样化需求、整合社会资源、推进社区自治具有重要意义。As the main force of social governance,social organizations play an important role in community management and service.In the context of the Jinshan community in Xuzhou City,a field research was carried out to analyze the basic achievements and future development directions of various social organizations participating in Jinshan community governance.This research constantly explores the advantages of social organizations for community governance,and proposes effective measures to improve the participation of social organizations in community governance from the perspective of collaborative governance,such as rebuilding political and social relations,carrying out coordinated governance,promoting social organization system design and strengthening government supervision and management,and improving the specialization,scale and branding capabilities of community governance.It is of great significance to meet the diverse needs of community citizens,integrate social resources,and promote community autonomy,so as to build a "good governance" of communities with the cooperative participation of government,social organizations and citizens.
