摘 要:为了将海绵城市的理念更好地付诸实践,本文根据海绵试点城市建设情况,归纳总结了海绵城市建设的主要经验和问题,对海绵城市建设中的系统性、管网改造、排水分区、竖向控制、指标选取等问题进行分析,据此提出:海绵城市建设必须体现系统性、综合性,以问题为导向,从源头、过程、末端统筹布局;要以流域为单元分级划分排水分区,合理组织径流路径;海绵城市建设要和黑臭水体整治相结合,坚持厂网河湖一体,处理系统与收集系统并重;规划建设中要注重竖向控制,使各项海绵设施有效收集径流,发挥处理功能;对问题分析逐步从定性走向定性与定量相结合,参考国外经验,逐步形成适合我国的设计指标;从源头到末端系统控制薄弱环节,充分发挥海绵城市的综合效益.To improve sponge city practice,experience and problems encountered in pilot sponge city construction were summarized.Pipeline network transformation,drainage zoning,vertical control and index selection were analyzed.It was pointed out that construction of sponge city must be systematic,comprehensive,problem-oriented and with overall layout from source,process and end.Drainage zoning should be classified with the river basin as a unit;runoff paths should be rationally organized.Construction of sponge city should be combined with renovation of black and odorous water bodies,and should combine with integration of plant,network and lake,treatment system and harvesting.Equal attention should be paid to collecting system.Attention must be paid to vertical control in design,so that all sponge facilities can effectively collect runoff and give full play to their processing functions.Problems should be analyzed gradually both quantitatively and qualitatively,with reference to foreign experience,to gradually form design indicators suitable for China.To control weak link from source to end of the system will sustain comprehensive benefits of sponge city.
