中国图们江地区发展海洋经济的历史机遇与挑战

摘　　要：中国图们江地区与朝、俄两国接壤,与日本隔海相望,是东北亚陆海联运的枢纽区,是“一带一路”向北通道的重要节点和距离北极航线最近的起点。因此,在该地区发展海洋经济既是稳定边疆、繁荣边疆的现实需要,也是国家新一轮对外开放的战略考量。该地区已经具备一定的发展海洋经济的现实基础,但发展海洋经济也面对着诸多挑战。无论是从规模上看,还是从产业结构上看,该地区海洋经济的发展都处于较低水平。目前,中俄两国关系正处于历史最好时期,朝鲜半岛局势有所缓和,为东北亚国际合作和吉林省进一步融入海洋提供了新的历史机遇。中国图们江地区应把握历史机遇,多措并举,提升俄朝港口物流承载力,填补涉海专门人才缺口,优化海洋产业结构,最终实现该地区海洋经济的蓬勃发展。Adjacent to North Korea and Russia,facing Japan across the sea,Tumen River Region is not only the hub area of land-ocean transportation in Northeast Asia,but also an important node of the Belt and Road and the closest starting point to the arctic route.To develop the marine economy in this region will greatly stabilize and prosper the border areas,and meet the strategic needs of the new round of China’s opening up.However,Tumen River Region still encounters challenges in term of the low level scales and industrial structure.Sino-Russian close relations and the tension relaxation on the Korean Peninsula provide a new historical opportunity for the international cooperation in Northeast Asia region and Jilin province’s further integration into the ocean.Tumen River Region should seize the historical opportunity and take multiple measures to realize its booming marine economy.
