商业银行信贷审批机制的优化策略

摘　　要：我国商业银行在信贷审批机制的运行过程中逐渐暴露出了一些不足之处,如:审批条件的设定存在问题,对于放款条件的设定是否能够落实、是否具有可行性等诸多方面都没有进行充分考虑,审批条件不具备前瞻性,难以合理把握审批标准与审批尺度。审批决策不具有权威性,只是依据申报材料、个人汇报和实际工作经验进行判断,导致商业银行的审批决策远离了市场和客户,造成了人为的信息割裂。审批条件的执行不到位,对于国家以及银行制订的相关信贷审批条件不够重视,使部分审批条件变成了空谈,增加了商业银行的不良贷款率。信贷审批流程链过于繁琐,一笔信贷业务需要经过多人审批,延长了信贷业务的审批时间,造成了时效性矛盾,提升了信贷审批成本。提出了商业银行信贷审批机制的优化策略。Our commercial banks have gradually exposed some shortcomings in operation of credit approval mechanism,that is,there are problems in setting of approval conditions.Whether the setting of lending conditions can be implemented and whether it is feasible has not been fully considered.The examination and approval conditions are not forward-looking,and it is difficult to reasonably grasp the examination and approval standards and standards.The decision-making of examination and approval is not authoritative.Only based on declaration materials,personal reports and practical work experience to judge,leading to approval decision of commercial banks far away from market and customers,resulting in artificial information fragmentation.The implementation of examination and approval conditions is not in place.Lack of attention has been paid to relevant credit approval conditions formulated by the state and banks,which has turned some of approval conditions into empty talk and increased the non-performing loan rate of commercial banks.The credit approval process chain is too cumbersome.A credit business needs to be approved by many people,which prolongs approval time of credit business,causes the contradiction of timeliness and increases the cost of credit approval.This paper puts forward the optimization strategy of credit approval mechanism of commercial banks.
