摘　　要：2018年1月1日,《中华人民共和国公共图书馆法》颁布实施———这是图书馆事业发展的里程碑,它以法律形式保证了我国图书馆事业的发展建设。文章通过回顾呈缴本制度的颁布、修改、实施等过程,指出“呈缴本制度”已经成为了“呈缴本法律”———它是国家图书馆及各省市公共图书馆文献资源建设、地方文献建设系统性与完整性的保障,同时也是出版编辑部门文献资源强制性保存的一种法律手段。On January 1,2018,The Public Library Law of the People's Republic of Chinaissued and implemented,which is a milestone of the development of the library career and guarantees the construction of the development of library cause in China in the form of law.Through reviewing the process of the publication deposit rule's distribution,revision and implement,this article puts forward that"the rule of publication deposit"has become"the law of publication deposit",which guarantees the integrity and system of the local literature construction and the literature resources construction of the national library and public libraries of provinces and cities.At the same time it is also a legal means to compulsively deposit the document resources of the editorial department.9 refs.
