摘　　要：信息资源的本质特征决定了“双一流”背景下信息资源建设需要双管齐下:一方面通过制度的指引及其理性权威将信息资源建设的多元基本要素规范化、法治化;另一方面,通过非制度化路径加大“互联网+”思维、用户体验、科学数据管理等理念的培育,促进信息资源建设从制度规范到价值引领的优化升级。The essential characteristics of information resources determine that the construction of information resources under the background of the"double first class"needs two pronged approaches:On one hand,standardizing and legalizing the multiple basic elements of information resources construction by system guidance and rational authority;on the other hand,promoting the optimization and upgrading of the information resources construction from system specification to the value leading by strengthening the ideas cultivation such as"Internet plus"thinking,user experience,scientific data management and so on through the non-insitutionalized approaches.4 refs.
