摘　　要：从政策过程的视角看,政策议程设置民主化是实现国家决策民主化的前提,对政策议程设置民主化进行价值维度的系统考量是政策议程设置民主化研究的重要任务。在根本价值维度上,政策议程设置民主化以公共性为根本价值属性,以公共利益为根本价值取向,以"以人民为中心"为根本价值标准;在制度价值维度上,政策议程设置民主化以开放性为制度前提,以回应性为制度要义,以责任性为制度保障;在实践价值维度上,政策议程设置民主化实践以话语平等为权利基础,以信息共享为知识基础,以程序公正为正义基础。From the perspective of policy process, the democratization of policy agenda setting is the premise of realizing the democratization of national decision-making. The multiple consideration of the value dimension of democratization of policy agenda setting is an important task of the research of the democratization of policy agenda setting. In the fundamental value dimension, the democratization of policy agenda setting takes publicity as the fundamental value attribute, public interest as the fundamental value orientation, and "people-centered" as the fundamental value standard;In the dimension of institutional value, the democratization of policy agenda setting regards openness as the premise of the system, responsiveness as the essential point of the system, and responsibility as the institutional guarantee;In the practical value dimension, practice of the democratization of policy agenda setting takes discourse equality as the basis of rights, information sharing as the knowledge base, and procedural justice as the basis of justice.
