摘　　要：法国是欧洲的生态农业发展强国,其通过法律、政策、技术研发、培训和组织协同不断推动生态农业的发展。本文首先分析总结了法国生态农业的发展特征及主要成就,在梳理其已经和将要采取的主要措施的基础上,深入分析凝练出未来的政策措施方向,最后得出中国实施乡村振兴战略和发展生态、绿色农业的启示。研究结果表明,法国生态农业的发展以生产经营者数量增加、生态种植面积扩大、农民收入水平提高、有机产品多元化销售为特征,科技创新在推动生态农业发展中发挥了重要作用。且法国拟采取调整和优化生态农业转换的经济支持与协助政策、制定符合欧洲生态农业法律规定的规划和法案、提出生态农业领域的优先研究计划和科研创新重点、加强相关部门人员的生态农业培训和有机农产品的宣传推介以及生态农业的推广普及等措施,以实现2022年生态农业发展目标。借鉴法国经验,中国应根据目前的发展需求加快制定发展生态农业的政策,包括制定相关法律和发展规划,加强生态农业发展科技创新和跟踪评估,开展人员培训,培育消费者的绿色消费理念等,以推动农业绿色发展和乡村振兴。France is a major agricultural country in Europe,whose eco-agriculture is also in the forefront of Europe.France has been continuously promoting the development of eco-agriculture through laws,policies,technology R&D,training and organization.First,the paper analyzes and summarizes the development characteristics and main achievements of the eco-agriculture in France.Second,according to the main measures that have been taken and will be take in France,the paper analyzes the direction of the policy measures in the future.Third,it provides important advices to imply the strategy of rural revitalization and develop the ecological and green agriculture in our country.The results show that the development of eco-agriculture in France plays an important role in promoting the development of agriculture by increasing the number of operators,expanding the area of ecological planting,raising the level of farmers’income and the sale diversification of organic products.The main measures taken by France include:①the continuous optimization of the economic support and assistance policies for the transformation of eco-agriculture;②developing plans and legislation in line with the European legal provisions for ecological agriculture;③the mobilization of synergies between the various eco-agriculture sectors;④clarifying the priority and research plan of scientific research and innovation in the field of eco-agriculture;⑤strengthening the eco-agriculture training of personnel in relevant departments;⑥promoting the popularization of eco-agriculture to realize the development goal of eco-agriculture in 2022.Referring to the experience of France,Chinese government should accelerate the development of the policy on developing the eco-agriculture according to the current development demand.Measures include establishing relevant laws and development plans,enhancing the research innovation and follow-up assessment of the eco-agriculture project,carrying out personnel training and cultivating the green consumption concept of
