摘　　要：主办侦查员制度作为司法责任制的有机组成部分,其设计与施行既有基层自发探索的历史实践基础又有新时期深化改革需要的特殊意义。主办侦查员制度应直面当前侦查机构设置零散化、权责不明、资源配置失衡、价值取向偏差等突出问题,以集约化的管理模式使制度建设步入科学化管理轨道,优化完善相关工作机制,为制度运行创制适宜环境,构建权责利相一致的制度体系,确保系统性平衡。As an organic part of the judicial responsibility system,the design and implementation of the investigator system has both the historical and practical basis of grassroots spontaneous exploration and the special significance of deepening reform in the new era.The system of sponsor investigator should face up to the current outstanding problems such as scattered organization setup,unclear rights and responsibilities,unbalanced resource allocation and deviation of value orientation.The intensive management mode enables the system construction to step into the scientific management track,optimizes and improves the related working mechanism to create the appropriate environment for the system operation,and constructs the system system consistent with powers,responsibilities and interests to ensure the systematic balance.
