学校体育场地与社区居民共享的约束机理研究

摘　　要：为解决学校体育场地与社区居民共享面临的难题,使用解释结构模型(ISM)和层次分析法(AHP)相结合方法(ISM-AHP)剖析学校体育场地与社区居民共享的约束机理,发现学校倾向于无师生时段开放体育场地,以规避管理、安全等派生问题;在政府财力支持条件下,共享激励设计落实和第三方介入不充分是制约学校体育场地与社区居民健身资源共享的关键因素;虽然体育场地共享过程中学校与政府的参与支持都重要,但政府的制度与财力支持是共享项目顺利开展的制约性因素,共享困难的显性突出问题更容易集中表现在学校层面上.In order to solve the problem of sharing school sports facilities with community residents,the constraint mechanism of shoring was analyzed with interpretative structure modeling(ISM) method combined analytic hieyarchy process(AHP)(ISM-AHP) method.The research finds that the schools tends to open sport fields when teachers and students are not at school;with the government financial resources,the lacking of sharing mechanism and the third party are the biggest restrictions.Although the schools and the government are both important in the sharing project,the supply of policies and finance of the government had significant effects on the sharing project.The out standing problems of sharing difficulty are easier to focus on the sharing schools.
