创新型工业生态化与新型城市群可持续发展——基于哈长新型城市群建设的思考

摘　　要：培育创新型工业是实现区域经济发展的重要手段。基于产业生态化理论,利用哈长城市群2000—2017年产业发展数据,通过Vensim软件构建创新型工业产业生态化与区域经济发展间的系统动力学仿真模型。研究结果表明:创新型工业对区域经济可持续发展具有明显的促进作用;增加环保投资可以略微提高地区经济的产出;培育好新兴产业对产业生态水平、地区经济增长的作用要远大于环保投资的效果;创新型工业产业生态化发展对区域经济可持续增长具有正向促进作用,实现该区域经济可持续发展,应当以创新型工业集群产业生态化为先导,实现经济效益、社会效益与生态效益的协调可持续。Cultivating innovative industries is an important means to achieve regional economic development.Based on the theory of industrial ecology,the system dynamics simulation model between innovative industrial ecology and regional economic development is constructed by Vensim software,using the industrial development data of Harbin-Changchun City Cluster from 2000 to 2017.The results showed that innovative industries have obvious promoting effects on regional sustainable development;increasing investment in environmental protection can slightly increase the output of regional economy;cultivating new industries plays a much bigger role in industrial ecology and regional economic growth than investment in environmental protection;the ecological development of innovative industries can positively promote the sustainable growth of regional economy.To realize the sustainable development of this regions'economy,we should take the ecological development of innovative industrial clusters as the forerunner to realize the coordinated and sustainable development of economic,social and ecological benefits.
