摘 要:针对新能源电站的调度公平问题,文中提出了基于在线动态分群思路的"整体电量公平,群内电力公平"的新能源有功控制两阶段优化方法。第1阶段,基于新能源电站的电量执行进度、涉网性能等指标形成综合系数,考虑调峰、备用及电网安全约束,建立考虑综合系数的发电指令最大为目标的优化控制模型,实现整体的电量公平;第2阶段,采用分群优化及多方案优选的方法,修正各群新能源电站的有功指令下限,识别各群可行的电力公平优化方案,再通过对各群优化方案的组合优选,实现了电量公平基础上的电力公平。方法应用于多个省级电网,实际系统的运行结果验证了所提方法的有效性。Based on online dynamic clustering with thoughts of "overall electric quantity equity and cluster power equity", a two-stage optimization method of renewable energy active power control is proposed, which can be used to solve the dispatching equity problems for renewable energy power plants. At the first stage, a comprehensive coefficient is formed based on indices such as the electric energy execution and grid-related performance of renewable energy power plants. Considering peak load regulation, reserve and constraints of grid security, an optimal control model for maximizing the overall output power with the comprehensive coefficient is established to achieve the overall electric quantity equity. At the second stage, clustering optimization and multi-scheme optimization is adopted to correct the lowest boundary of active power commands of each renewable energy power plants cluster, identify the feasible power equity optimization schemes of each cluster, then realize both power equity and electric quantity equity through the combined optimization of each cluster optimization scheme. The method is applied to several provincial power grids, and the actual system operation results show the effectiveness of the method.
