摘 要:中国共产党后备干部队伍建设的探索经历了从"预备干部"到"三线接班人",再到"第三梯队"和"后备干部名单管理"等阶段。党不断探索后备干部源头建设,规范后备干部制度,制定后备干部规划,加强后备干部的选拔、培养和使用。进入中国特色社会主义新时代,发现、培养、选拔优秀年轻干部的需要更为迫切。应积极适应中国特色社会主义新时代伟大事业的需要,让后备干部起到"蓄水池"的作用;着眼于源头建设,形成选拔、培育、管理、使用环环相扣的全链条机制;从干部队伍建设整体出发,正确对待使用不同年龄段的干部;不断完善后备干部选拔培养和组织领导、纪律监督等制度,培养造就一支素质优良、数量充足、结构合理的党政后备干部队伍。The exploration of the construction of the reserve cadres of the Communist Party of China(CPC) has gone through the stages of "Reserve Cadres" to "Third-line Successors", to "Third Echelon" and "List Management of Reserve cadres". The Party has continuously explored the source construction of reserve cadres, standardized the system of reserve cadres, formulated plans for reserve cadres, and strengthened the selection, training and use of reserve cadres. Entering the new era of socialism with Chinese characteristics, it is more urgent to find, train and select outstanding young cadres. We should actively adapt to the needs of the great cause in the new era of socialism with Chinese characteristics and let reserve cadres play the role of "reservoir". We should focus on the source construction and form a chain mechanism of selection, cultivation, management and use. Starting from the overall construction of cadres, we should treat cadres of different ages correctly. We will continue to improve the system of selecting and training reserve cadres, organizing leadership and discipline supervision, and train a contingent of party and government reserve cadres with good quality, sufficient quantity and reasonable structure.
