摘　　要：被征地家庭是游离于城乡体系外的夹心层和新市民群体,关注征地来龙去脉实质考量城乡关系变迁。国外征地补偿模式基本是市场化交易和法治保障,新时代中国征地补偿模式则是摒弃土地财政,对被征地居民多样补偿以实现家庭生计可持续和城乡融合。评估征地补偿新模式下的家庭生计发现,短期将促进消费,长期会改善就业、创业和收入,通过盘活要素最终实现城乡融合。优化中国征地补偿模式的保障机制可从三方面入手:微观上充分发挥市场机制,中观上留足社会组织空间,宏观上改进考核机制并推进城市治理。本文认为,征地本质上将存量资产转为流量收入,会促进资金、劳动力、技术再配置,会盘活城乡要素市场,最终形成城乡良性互动。The families influenced by land acquisition,which can be regarded as"sandwiches"and new citizens are free between urban and rural areas.The cause and consequence of acquisition call for our attentions to change of relationship between the urban and rural.The mode of land acquisition at abroad is market-oriented and law-based,while the mode in new-era China is abolishing land finance,compensating the local variously in order to achieve the state of sustainable development and integration of the urban and rural.Through the investigation into the livelihood of the mode in current China,it turns out that the new mode will promote the consumption in the short run,improve the employment,entrepreneurship and income in the long run,and eventually integrate the urban and rural through revitalizing the factors.There are 3 ways for us to optimize the mode of acquisition compensation in current China:giving full play to the market mechanism on the micro level,leaving more room for the social organization on the intermediate level,improving the evaluation system and promoting the urban governance on the macro level.This paper concludes that,land compensation is essentially transferring capital stock to income flow.It will reallocate the capital,labor and technology,and revitalize the factor market both in the urban and rural,and finally form a harmonious interaction between the urban and rural.
