摘 要:水污染物总量分配是水污染物总量控制的核心,以公平性、可行性、环境有效性为原则,优化分配指标体系,以变异系数TOPSIS法、熵权TOPSIS法和评价值组合赋权法为赋权方法,构建了基于控制单元空间尺度的、针对面源污染年排放负荷的多层分配目标规划模型。运用该模型对州河流域的COD污染物进行总量分配,并基于基尼系数法筛选出兼顾公平性与可行性的最优分配方案。Total pollution distribution is the core of water pollutant total amount control.Based on the principles of fairness,feasibility and environmental efficiency,the allocation of index system was optimized.Using the combined weight method which was composed of coefficient of variation TOPSIS,entropy-weight TOPSIS and evaluation value weight,a multiple-level distribution objective programming model of non-point source pollution emission load was established based on the space scale of control unit.The model was applied to the total amount allocation of COD pollutants in Zhouhe river basin.The Gini coefficient method was used to select the optimal allocation scheme considering fairness and feasibility.
