摘　　要：本文以县域政府社会冲突治理行为为分析对象,通过个案观察分析县域政府社会冲突治理的运作逻辑,进而从中观的视角认识中国地方社会秩序的性质。本研究提出了县域政府社会冲突模糊性治理的行动框架,具体表现为弹性应对、社会冲突治理交易化以及治理责任泛化等层面,具有行动规则的模糊化、是非与权利边界模糊化、层级权责和角色模糊化的特征,导致社会冲突治理行动后果模糊化。模糊性治理建立了制度化的行动框架,具有正式化、理性化、制度化的特征,但其内在具体的运作又具有模糊性、弹性化、差别化的实质合理性特征。这一治理模式具有一定的包容性和弹性,实现了地方总体社会稳定,但也产生了地方权威弱化、边际效益递减、权利与秩序不平衡等消极效应。为此,要着力提升县域政府制度革新能力,推进社会冲突治理规范化、法治化、社会化建设,建立融合型动态稳定机制。This research takes the social conflict resolution behavior of county government as an object,analyzes the operational logic of social conflict resolution of county government through case observation,and then tries to understand the nature of social order at county-level in contemporary and transitional China. It puts forward a framework of "governance by ambiguity" in social conflict resolution of county government,which not only presents some aspects such as flexible response,bargaining on social conflict resolution,and responsibility and obligation expansion,but also leads to several ambiguity characteristics of action rules,correction and rights boundaries,hierarchical authority and responsibility and government roles,and even to the ambiguity of action consequences. Governance by ambiguity establishes an institutionalized action framework,which has the characteristics of formalization and routinization of the tactics and the informal behaviors. The effect of the governance pattern is the realization of overall social stability,the decrease of marginal benefits,the noninstitutionalized operation and so on.
