基于能源经济CGE模型的我国社会核算矩阵SAM表编制

摘　　要：文章以我国最新发布的《社会投入产出表》(IO表)为基本统计数据,编制了我国社会核算矩阵SAM表;建构能源经济CGE模型,对新编制的社会核算矩阵SAM表进行研究。结果表明:石油价格下降,我国居民消费支出水平提升,CPI价格指数下降,社会就业增加;在产出影响方面,石油价格波动对不同产业间的影响存在较大差异;积极的财政政策对于调节石油价格波动对国民经济的影响有着较为明显的短期效应。Based on the Social Input-Output Table(IO Table) recently released in China, this paper compiles China’s Social Accounting Matrix(SAM) Table. And then the paper constructs the CGE model of energy economy and makes a study on the new SAM Table. The research shows that the oil price decreases;the consumption expenditure level of Chinese residents increases;CPI price index drops, and social employment increases;in terms of output, the impact of oil price fluctuation on different industries is quite different;active fiscal policy has a relatively obvious short-term effect on regulating the impact of oil price fluctuation on national economy.
