基于日常生产作业绩效的普速列车调度员作业能力测评方法研究

摘　　要：列车调度员作业能力影响到铁路运输组织效率和运营安全.针对调度员作业能力测评这一问题,基于调度员作业内容分析,从生产效率、作业安全和业务技能知识3个方面出发,提出了以客车增晚时间、货物列车平均旅速、货物列车开行列数兑现率、移动车数、机车日车公里、单机走行率、机车牵引力利用率、行车作业标准化考核、调度命令误差、安全责任事故考核、技能竞赛成绩和日常培训考试成绩12项指标为基础的调度员作业能力评价体系.在给出各测评指标计算方法的基础上,基于多目标格序决策理论,建立了调度员作业能力测评方法.最后采用成都铁路调度指挥中心32名调度员的实际数据对模型予以测算,结果表明评价结果能够准确反映列车调度员实际作业能力水平,方法具有可行性.The operation abilities of train dispatchers affect the efficiency of railway transportation organization and operational safety.This paper focuses on the evaluation of dispatcher's operational capacity based on the analysis of the dispatcher's daily job and starting from the three aspects of production efficiency,safety,and skills.These aspects are evaluated with regard to additional delay times of passenger trains,average travel speed of freight trains,fulfillment rates of freight trains,the number of moved vehicles,kilometers per locomotive per day,single locomotive travel rate,locomotive traction utilization rate,standardized assessment,dispatching command errors,accident assessment,skill competition performance,and routine exam evaluations.A method for evaluating the operational capability of dispatcher was established in this study based on multi-objective decision-making theory.The actual data from 32 dispatchers in Chengdu Railway Bureau were used to calculate the model,and the results show that the evaluation results can accurately reflect the actual operational ability level of train dispatchers,thus,the method is feasible.
