摘　　要：随着科教事业的发展,高校从国外进口免税设备的规模越来越大。为了保障采购工作有序进行,政府及高校有必要采取措施以优化流程、降低风险、提高效率。该文以采购流程为切入点,就高校免税进口设备采购中存在的问题进行分析,并从搭建信息共享平台、实施"鼓励类"免税方案、运用"预裁定"简化流程、采取风险防范措施等4个方面提出了解决问题的新思路。With the development of science and education in China, the scale of duty-free equipment imported from abroad by universities is becoming larger. In order to ensure orderly procurement, it is necessary for the government and universities to take measures to optimize the process, reduce risks and improve efficiency. Based on the procurement process, this paper analyses the problems existing in the purchasing of duty-free imported equipment in colleges and universities, and puts forward new ideas to solve these problems from four aspects such as establishing information sharing platform, implementing "encouragement" tax-free scheme, simplifying the process by using "pre-determination" and taking risk prevention measures.
