基于泰尔指数的西安城市经济功能区划分方案测度及比较研究

摘　　要：以国内各级各类开发区、产业园和新城新区建设及其整合提升为背景,在梳理相关概念基础上,对城市经济功能区的概念进行界定。选取西安市作为典型对象,研究面向该市20多个经济板块整合的城市经济功能区划分问题。以产业定位相近、地理区位邻近等为依据,提出笔者的西安城市经济功能区划分方案,同时选择西安市官方提出的产业发展格局中的相应方案作为比对。以城市经济功能区之间的协调发展程度为衡量标准,选择泰尔指数作为测度方法,以重点项目投资完成额、一般公共预算收入等为指标,对文章划分方案和西安市划分方案进行测算。结果显示,笔者的划分方案在城市经济功能区协调发展的导向下相对较为合理,为西安城市经济功能区的划分提供了可能选项。This article puts forward the concept of urban economic functional zone and gives its definition.Taking Xi’an City as research object,the problem of dividing urban economic functional zones of Xi’an City is explored,which aims to integrate over 20 economic areas in this city.With industrial type and geographic location as criteria,the plan for urban economic functional zones of Xi’an City is proposed,while the other plan made by the government of Xi’an City is chosen as the comparative one.Setting the degree of balanced development among urban economic functional zones as assessment standard,the authors adopt Theil index as measurement method,and investment of key projects and general public revenue as indicators to calculate the Theil index of the two above plans.The results show that the proposed plan is comparatively reasonable for meeting the development standard,which offers another possible option for dividing urban economic functional zones of Xi’an City.
