高校体育政策执行偏差的表现、原因与纠正策略

摘　　要：采用文献资料、逻辑分析等方法,对我国高校体育政策执行偏差的表现、原因及纠正策略进行系统分析.研究发现:高校体育政策频繁颁布却没有发挥应有的效力,在具体执行中出现了方式僵化、角度偏离等偏差现象.分析认为,高校体育地位边缘化是其环境障碍,体育伤害事故归责不明是其直接诱因,多方利益不均衡是其根本动因.提出政策执行偏差的纠正策略:狠抓体育课质量,切实提升高校体育的地位;切实执行体育风险防控,理清学校体育伤害事故的责任认定;多渠道拓宽、优化政策执行资源和环境,提升体育政策的执行效力;提高政策目标层次,协调政策执行中多元主体的利益.By using the methods of literature and logical analysis,the manifestations,causes and correction strategies of the deviation in the implementation of college sports policy are systematically analyzed.It is found that the rigid way of execution,the deflected angle of execution have occurred in the process of the implementation of college sports policy.It is concluded that the marginalization of sports status,the unclear liability of sports injury accidents and the imbalance of multi-interests are the internal and external factors for the deviation of university sports policy implementation.The correction strategies of policy implementation are put forward:promoting the quality of physical education class,implementing the prevention and control of sports risks,widening and optimizing the resources and environment of policy implementation,raising the level of policy objectives.
