摘　　要：为有效抑制"圈而不探"和炒作矿业权行为,在探矿权管理方面,自然资源管理部门探索建立并不断完善勘查区块退出制度,提出了同阶段延续缩减面积的管理制度。文章重点梳理了探矿权勘查区块退出制度的演变,分析其实施效果和存在的问题,并提出政策建议:严格提高勘查阶段审批,进一步严格制度执行;提高探矿权最低勘查投入标准,保障各勘查阶段基础工作完成;明确矿业权占用费征收标准,防范探矿权"圈而不探"行为。In order to effectively constrain the behaviors of"enclosure the land without exploration"and speculation of mining rights,in the management of exploration right,the management departments of natural resources explore to establish and continually improve the withdrawal system of exploration block,and put forward the management system of continuous reduction of the area at the same stage.The paper focuses on the evolution of the withdrawal system of exploration block of exploration right,analyzes the effect of implementation and existing problems,then proposes policy suggestions as follows:strictly improving examination and approval of exploration stage,further strictly implementing the system;enhancing the minimum exploration investment standard of exploration right,ensuring the completion of basic work of each exploration stage;clarifying the collection standard of mining rights occupation fee,and preventing the behavior of"enclosure the land without exploration"of exploration right.
