摘　　要：[目的/意义]我国军民情报融合式发展是对总体国家安全观中安全与发展辩证统一关系的回应,是关涉我国情报事业可持续发展的前沿问题。由于各种短板的制约,我国军民情报融合有共识难落实,推进缓慢。[过程/方法]立足军民"情报工作"融合,而非"情报学"融合,在界定军民情报融合概念基础上,分析了我国军民情报融合的战略意义、制约问题,进而提出了我国军民情报融合的发展策略。[结果/结论]提出以国家意志统筹统管、情报任务驱动化解融合体制障碍;以立法和互动管理政策体系构建破解制度壁垒;以思维融合、断裂处理及需求环境变化弱化情报文化分歧等对策建议。[Purpose/significance] As a response to the dialectical unification relations between security and development in the overall national security concept,the integration-based development of civil-military intelligence is a frontier issue related to the sustainable development of the intelligence undertakings in China.Due to the constraints of various shortcomings,the consensus on civil-military intelligence integration is difficult to implement and progress slowly in China.[Method/progress] Aiming at the integration of civil-military "intelligence work" rather than "informatics",this paper analyzes the strategic significance and constraints of civil-military intelligence integration in China on the basis of defining the concept of civil-military intelligence integration and then puts forward the development strategies of civil-military intelligence integration in China.[Result/conclusion] Countermeasures and suggestions were put forward to eliminate obstacles to the fusion system in overall planning and managing the integration system according to national will and the intelligence task-driven;break institutional barriers by developing legislation and interactive management policy systems;and to weaken the divergence of intelligence culture through thinking integration,fracture treatment and demand environment changes.
