西安城乡老年人养老服务供给与需求状况研究

摘　　要：以定性研究与定量研究相结合的方法,全面了解西安市养老服务需求现状、养老服务供给状况、供需矛盾与养老服务短板,针对存在的问题,借鉴国内外的成功经验,建议政府部门要逐步完善政策体系,加强政策指导;理顺体制机制,加强工作考核与服务监管;合理配置养老资源,落实养老用地、用房问题;加大财政投入,完善养老基础设施,政策制定优先考虑服务失能、失智、独居、空巢老人;加强养老服务队伍建设,全方位培养养老服务人才,积极发展老年志愿者,给老年人提供融入社会的机会;利用电视、网络、报纸、大型节庆活动等多种形式加强宣传,营造敬老爱老社会氛围。with the combination of qualitative research and quantitative research,we have a comprehensive understanding of the current situation of Xi’an’s pension service demand,pension service supply,supply-demand contradiction and pension service shortcomings.In view of the existing problems,we can learn from the successful experience at home and abroad,and suggest that the government departments should gradually improve the policy system,strengthen policy guidance,rationalize the system and mechanism,and strengthen work assessment and service supervision,reasonably allocate the resources for the aged,and implement the problems of land and housing for the aged;increase financial investment,improve the infrastructure for the aged,and give priority to the disabled,mentally retarded,solitary and empty nest elderly in policy-making;strengthen the construction of the service team for the aged,train all-round elderly service talents,actively develop elderly volunteers,and provide opportunities for the elderly to integrate into the society;use TV and Internet to strengthen publicity in various forms such as collaterals,newspapers and large-scale festival activities to create a social atmosphere of respecting and loving the old.
