有限合作主义与产业发展困境——以台湾地区生物制药业为例  

Limited Cooperativism and Bottleneck of Industry Development——Take Taiwan’s Biopharmaceutical Industry as an Example

摘　　要：生物技术产业是台湾地区经济转型的代表性产业,也被视为最有潜力的"下一个兆元产业"。其中,制药产业是重要组成部分。自1980年代开始,台湾当局利用多种政策工具不遗余力地推动生物制药产业发展。目前来看,该产业面临产值少、全球能见度低、企业研发创新能力弱等问题。本文研究了生物制药产业政策过程中行政当局与产业界的互动关系,发现在"当局主导的有限合作主义"下,台湾当局不仅单方面选择了新药研发这一难度极高的领域,而且制定的产业政策空洞且难以落实,最终影响了产业发展效果。本文以中观层次的政商互动为视角,弥补了经济社会学对政治因素重视不足的问题,同时又避免走向传统发展型政府理论过于宏大的解释路径,因而更具解释力。Biotechnology industry is an important representative in Taiwan’s economic transformation, which is regarded as the most potential "next mega-yuan industry". One of its important components is pharmaceutical industry. Since the 1980s, the Taiwan authorities have made great efforts to promote the development of the biopharmaceutical industry with various policy tools. At present, however, the industry is facing such problems as low output value, low global visibility and weak innovation capability. This paper makes a careful study of the interaction between the administrative authorities and the industry in the process of the industrial policy, and has found that under the "Limited Cooperativism Led by the Authorities", the Taiwan authorities not only unilaterally chose the extremely difficult field of new drug R&D, but also made the industrial policy hollow and difficult to implement, which ultimately affected the development effects of the industry. From the perspective of the government-business relations at the meso level, this paper makes up for the lack of attention to political factors paid by economic sociology, and at the same time, avoids the excessive explanatory path towards the traditional development-oriented state theory, which is more convincing.
