美国公共图书馆效率评价研究及对我国的启示——基于三阶段DEA模型的分析

摘　　要：美国是世界上公共图书馆事业发达、资源利用效率较高的国家。论文采用三阶段DEA模型对美国公共图书馆展开资源利用效率测算和评价。结果显示:接近三分之一的美国公共图书馆具有资源利用效率,纯技术效率值普遍较高,但规模效率和综合技术效率存在着较大地区差异,政府财政投入与常住人口数量对美国公共图书馆效率有着显著影响。最后,结合中国实际,分析美国公共图书馆建设实践给我国带来的启示。The United States has developed public libraries with high efficiency in resource utilization.This paper evaluates the resource utilization efficiency of American public libraries with three-stage DEA model.The results show that one third of the American public libraries have the resource utilization efficiency,and the pure technical efficiency is generally higher,but there are big regional differences in scale efficiency and comprehensive technical efficiency;the government financial investment and the number of permanent residents have a significant impact on the efficiency of American public libraries.Finally,combined with the situation in China,it analyzes the enlightenment of the practice of American public library construction to our country.
