从承接者角度浅析美国公共图书馆社会化管理运营

摘　　要：美国图书馆系统和服务公司(LSSI)是美国唯一一家承接图书馆管理外包的私营公司。LSSI承接的图书馆外包业务包括业务外包和管理运营外包,外包团队由管理层、工作人员、咨询委员会构成。公司承接外包具有四点优势:一是具有创新和灵活的企业运作方式,二是具有信息服务和自动化技术的专业背景,三是以客户为导向,关注多方需求的发展理念,四是致力于推动行业发展的社会责任。自1997年承接加利福尼亚州河滨县图书馆管理外包获得认可后,LSSI逐渐发展成为美国第五大图书馆系统。其发展与成功的经验对我国图书馆开展社会化管理运营的借鉴意义是:政府需充分发挥监督规范作用,图书馆员应发挥专业作用,承接者须同时具备专业知识和市场竞争意识,最后契约精神对各方都至关重要。American Library Systems and Services(LSSI)is the only private company in the United States to undertake library management outsourcing.The library outsourcing business undertaken by LSSI includes partial outsourcing and management outsourcing.The outsourcing team consists of management teams,staff and advisory committee.Company outsourcing has four advantages,including innovative and flexible enterprise operation,professional background of information services and automation technology,development concept of customer-oriented and multi-faceted demands,as well as committed to promoting the development of the industry’s social responsibility.LSSI has gradually become the fifth largest library system in the United States since it was approved to undertake the management outsourcing of Riverside County Library in California in 1997.The experience of its development and success can be used for reference in carrying out the socialized management and operation of libraries in China.The government should give full play to the role of supervision and regulation,while librarians should play a professional role and undertakers should have both professional knowledge and market competition consciousness.Finally,the spirit of contract is important to all.
