论警察权行使过程中的“微腐败”治理

摘　　要：警察权的行使事关社会治理的成效。当前的经济和社会发展现状表明,我国还存在一些执法的灰色区域,于此行使警察权容易发生"微腐败"现象。针对"微腐败"在警察权行使过程中的表现形式及其与警察权之间的内在关系,阐述了严格管理警察的自由裁量权,加强执法力量,减少或杜绝辅警的使用,强化执法监督,用高科技手段记录执法过程,通过信用联网提升"微腐败"的代价,在易发"微腐败"领域开发或引进人工智能(AI)执法等治理手段。The exercise of police power is related to the effectiveness of social governance.The current situation of economic and social development shows that there are still some grey areas for law enforcement in China,which makes the police power prone to Micro-corruption.In view of the manifestation of Micro-corruption in the exercise of police power and its internal relationship with police power,the paper expounds the discretion power in strictly managing the police, strengthening the law enforcement force,reducing or eliminating the use of auxiliary police,strengthening law enforcement supervision, recording the law enforcement process by high-tech means,and promoting the cost of Micro-corruption through credit networking.In the field vulnerable to Micro-corruption,artificial intelligence(AI) law enforcement and other means have developed or are introduced.
