摘　　要：通过对人口迁移、技术创新与产业升级三子系统之间耦合关系的研究,从全新的视角对"新常态"背景下我国经济社会发展的协同程度与演化趋势进行了比对、分析。结论如下:①"新常态"时期人口迁移、技术创新与产业升级各系统间的耦合水平有明显的进步,但整体水平偏低。②各地区之间存在明显的区域差异,仍然没有打破"东高、西低、中部塌陷"的固有格局。③在耦合系统中,产业升级子系统处于较高层次、人口迁移和技术创新子系统属于较低层次。需引导人口随产业梯度有层次转移以及提高技术创新在高端产业中发生和转化的比例。研究对新常态背景下协同人口迁移、技术创新与产业升级系统向更高耦合层次演化,促进经济社会高质量发展具有一定意义。Based on the coupling relationship research among three subsystems of population migration,technological innovation and industrial upgrading,this paper analyses the degree of synergy and evolution trend of China’s economic and social development under the background of the"New Normal"from a new perspective.The conclusions of this study are:(1)During the"New Normal"period,the coupling level between population migration,technological innovation and industrial upgrading has made significant progress,however the overall level is still low.(2)There are obvious regional differences among various regions,which still haven’t broken the inherent pattern of"east-high,west-low and central collapse".(3)In the coupling system,the industrial upgrading subsystem is at a higher level;Meanwhile the population migration and technological innovation subsystem are at a lower level.It is necessary to guide the population to transfer hierarchically with the industrial gradient,increasing the proportion of technological innovation among transformation of high-end industries.This study is of great significance to the evolution of the coordinated population migration,technological innovation and industrial upgrading system to a higher coupling level under the new normal background;Furthermore it is crucial to the promotion of high-quality economic and social development.
