摘 要:老旧小区微改造与全面改造不同,以政府为主出资建设,市场难以找到盈利渠道介入。老旧小区微改造面临财政资金无力承担、改造难以持续进行、资金投入有失公平的困境。为使微改造更有保障、更有效率、更能持续,作者认为市场介入是必要的保障。以广州为例,明确了微改造中的市场主体及其需求和盈利方式,探索多元的资金筹措渠道,明确分类财政投资方式,分析各地政策中市场参与改造途径,挖掘老旧小区微改造内容增值潜力清单,继而详细分析在项目实施、资金筹措和后期管理中市场机制介入老旧小区微改造的具体方式和途径。The micro-reconstruction of the old community is different from the entire reconstruction.It is mainly funded by the government and the market is difficult to intervene.The micro-reconstruction of the old community faces the dilemma of financial funds being unable to undertake,the reconstruction is difficult to continue,and the capital investment is unfair.In order to make microreconstruction more secure and more efficient,market intervention is necessary.This article takes Guangzhou as an example to clarify the market entities and their needs and profit methods in the micro-reconstruction,explore the diversified financing channels,clarify the classified financial investment methods,analyze the market participation transformation methods in policies,and explore the microreconstruction of the old communities.The list of value-added potentials,followed by a detailed analysis of the specific ways and means of market mechanism intervention in the old district micro-reconstruction in project implementation,fund raising and post-management.
