社会组织第三方评估机构承接公共体育服务评估的实践困境与优化策略

摘　　要：以协同治理理论为依据,对社会组织第三方评估机构承接公共体育服务评估的体系、内涵及特征、框架结构与功能、法制建设等进行阐释,提出由专门从事第三方评估的社会组织在对体育社会组织承接公共体育服务前中后期,建立以政府为核心的"政府+体育行业专家""政府+银行家""政府+公民"三元协同评估的第三方评估体系,同时引入多元调查评估方式及法制建设协同支撑,用于全面保障公民享有体育社会组织承接政府购买公共体育服务效益的最大化。Based on the theory of collaborative governance as the criterion, the authors explained the system, connotations, characteristics, framework structure, functions and legal construction of social organizations as third party evaluation agencies undertaking public sports service evaluation, and proposed that in the middle and late periods of sports social organizations undertaking public sports service, social organizations specializing in third party evaluation establish a third party evaluation system with such ternary collaborate evaluation as "government + sports industrial experts", "government + bankers" and "government + citizens", which bases on the government as the core, and in the mean time, introduce diversified investigation and evaluation methods as well as legal construction collaborative support, which are used to comprehensively ensure the maximization of citizens enjoying benefits of sports social organizations undertaking public sports service purchased by the government.
