摘　　要：高校人才竞争是学术劳动力市场的固有现象和本质行为。然而,随着“双一流”战略从国家意志内化为院校行动,高校人才竞争愈发白热化并趋于失序。文章从学术劳动力市场分割理论视角审视高校人才竞争问题及其生成机理。研究表明:中国学术劳动力市场因制度性和教育性因素,在院校、人才、学科、学历、职称等方面存在明显的主、次二元分割状况;高校迫于政策驱动、制度推力、资源依赖、内生发展和同行竞争等压力,竞相扩大人才比较优势,普遍将有限资源集中投入到具有较大学术人力资本的主要学术劳动力市场,进而引发一系列无序竞争行为,加剧高端人才的非正常流动和学术劳动力市场的二元分割态势。实现高校人才竞争的规范化和理性化,需强化政策引导、优化制度建设、加强市场监管和促进高校内涵式发展。College and university talent competition is an inherent phenomenon and essential behavior of the academic labor market.However,with the"double first-class"strategy internalized from the will of the state into the college action,the talent competition in colleges and universities is becoming more and more heated and tends to be out of order.This paper reviews the talent competition problem and its formation mechanism from the perspective of academic labor market segmentation theory in order to provide new strategies for resolving the disordered talent competition in colleges and universities.The findings of this study are:Due to institutional and educational factors,China's academic labor market presents the obvious primary and secondary binary divisions in institutions,talents,disciplines,academic qualifications,and professional titles.Colleges and universities are under pressure from policy driving,institutional thrust,resource dependence,endogenous development and peer competition,competing to expand the comparative advantage of talents,and generally concentrate limited resources on the main academic labor market with large academic human capital,which in turn triggers a series of disordered competitive behavior,and intensifies the abnormal flow of high-end talents and the dual division of the academic labor market.To achieve the standardization and rationalization of talent competition in colleges and universities,it is necessary to strengthen policy guidance,optimize system construction,strengthen market supervision and promote the connotative development of colleges and universities.
