摘　　要：当前高校内部治理面临“四重”和“四轻”的现实挑战,即重教书、轻育人,重科研、轻教学,重行政权力、轻学术权力,重管理制度建设、轻大学文化建设。上述现象的存在制约着双一流建设的深入推进。因此,要以转变作风为重点,促进教书与育人有机结合;以提高人才培养质量为导向,促进科研与教学有机结合;以创新体制机制为抓手,促进行政权力与学术权力有机结合;以建设和谐校园为载体,促进管理制度建设与大学文化有机结合。The universities are now confronted with actual challenges of counting on knowledge-giving,research,administrative power and institutional construction,while ignoring human education,class teaching,academic power,and culture construction.These problems lay restraints on the"Double World-classes"development.Therefore,we should focus on adjusting the working style by combining class teaching with human education;orient towards lifting the quality of talent cultivation by combining research with teaching;insist on innovating the systems by combining administrative power with academic power;and construct a harmonious campus to promote the integration of institutional construction with university culture.
