碳政策对厂商技术稳定性及租售策略的影响

摘　　要：碳政策背景下厂商策略问题受到了广泛的关注.在考虑政府推出碳限额交易政策以及未来推出碳税政策基础上,构建了具有生产和消费碳排放特征的垄断耐用品厂商出租和销售模型,研究了碳政策对厂商出租与销售策略下的市场结构、提高生产技术稳定性的意愿以及出租与销售策略选择的影响.分析结果表明,碳政策导致市场总需求减小,但厂商提高生产技术稳定性可以降低市场需求的减小量;出租策略下,厂商有提高生产技术稳定性的意愿,且适当提高碳交易价格可以增强厂商提高生产技术稳定性的意愿;销售策略下,在一定条件下,厂商才有提高生产技术稳定性的意愿,且这种意愿越来越强;在满足一定条件时,出租策略最优;不满足该条件时,销售策略最优.Firm decisions considering carbon policies have received widespread attention. Considering the government introduced carbon cap-and-trade policy and carbon tax policy which will be introduced in the future, this paper models a durables monopoly’s leasing and selling decision with carbon emissions in both the production and consumption process to analyze how carbon policy affects the market structure, the monopoly’s willingness to improve the stability of production technology, and the leasing or selling decision. The analysis shows that carbon policy leads to a decreasing of market demands, and that firms’ improving the stability of production technology can reduce the reduction in the market demand. In the case of the leasing strategy, the monopoly has willingness to improve the stability of the production technology and his willingness will be improved by an appropriate increasing of carbon trading price;in the case of the selling strategy, the monopoly has the willingness to improve the stability of production technology under certain conditions, and his willingness is increasing;leasing is the optimal strategy when certain conditions are met, otherwise selling is the optimal strategy.
