清康雍年间盛京城乡旗民划界探析——以盛京内务府抄存档案《黑图档》为中心

摘　　要：清初盛京旗民杂处,导致旗民土地争竞或命盗案件多发。为了缓解旗民杂处所带来的诸多社会问题,清廷在盛京城乡进行旗民划界。村屯旗民界一般在城外八方划定,旗界以八旗旗号命名,旗民界相间分布。城内旗民界,则按照旗民人口多少,划定区域集中一处安插。城乡旗民划界的结果并未缓解旗民纠纷等社会问题,城防守尉等地方旗官办事不力加重旗民纠纷,因而清廷采取提高基层民官地位方式加强监督与补充,进而使得民署地位在盛京上层统治体制内不断提高,最终实现与旗署并驾齐驱,致使二重管理体制最终得以形成。The early Qing Dynasty Mukden Qi People miscellaneous,leading to Qi People land dispute or life theft cases.In order to alleviate the social problems caused by the miscellaneous places of Qi People,the Qing court demarcated the Qi People in Mukden.The village Qi People boundary is delimited generally in outside eight directions,the flag boundary is named with the flag symbol,the Qi people boundary alternate with the distribution.In the city,according to the number of Qi people,delimit the area of a centralized placement.Qi people demarcation between urban and rural areas of disputes over the results did not ease the flag of the people social problems,such as city defense commandant place such as flag officer inferiority aggravate people dispute,thus the Qing court officer position improve grassroots people ways to strengthen the supervision and supplement,enabling people to agency status in Mukden upper ruling system constantly improve,finally realizes the flag with the agency,led to the formation of double management system finally.
