摘 要:协同治理是加拿大高等教育治理现代化的重要实现路径。以诠释为治理分析取向,以爱默生等人的协同治理综合分析框架为参照,在考察加拿大高等教育协同治理的一般系统情境、协同治理制度、协同治理动态的基础上,对联邦政府自20世纪60年代以来基于"财政联邦制"所开展的协同治理行动展开系统分析,并从治理主体结构优化、协同治理行动策略、治理目标统筹等方面对其治理行动的特征做出归结。借此以揭示联邦政府如何在长期面临"加拿大联邦制"及缺乏联邦高等教育治理实体等历史性挑战下,通过自身治理角色转变及治理实践促进加拿大高等教育不断实现法制化、民主化、可持续发展。Collaborative governance is a critical way to realize the modernization of higher education in Canada. To comprehensively analyze the modernity in the governance of Canadian higher education, this study adopts an interpretive approach of governance analysis, as well as Emerson et al’s Integrative Framework for Collaborative Governance as an analytical framework. It first examines the general system context, collaborative governance regime and collaborative dynamics of Canadian higher education. Then it analyzes the role changes and higher education governance practices of the Canadian federal government since 1960. This is followed by a summary of the governance characteristics in terms of its governance subject structure, governance action strategy, and governance goal coordination, intending to reveal how the federal government promotes Canadian higher education to continuously achieve legalization, democratization, and sustainability in the context of facing the historical challenges of "Canadian federalism" and lack of federal higher education governance entities.
