摘　　要：秦巴山区可再生能源的种类较为齐全,储藏量丰富,开发利用形式多样。然而,秦巴山区可再生能源开发与利用也出现了效率较低、资金缺乏、技术落后等问题,其中相关法律及制度和政策不健全是重要原因之一。从法律的角度来研究秦巴山区可再生能源开发与利用的意义重大。本文梳理了秦巴山区可再生能源开发与利用法律及政策的现状,并分析存在的主要问题,进而提出了相应的政策建议。Renewable energy in Qinba mountainous area has relatively complete types,rich storage,and various exploitation and utilization forms.However,many problems have emerged in the process of exploiting and utilizing renewable energy in Qinba mountainous area,such as low efficiency,lack of capital and backward technology,and relevant laws,regulations and policies are not sound is one of the important reasons.It is of great significance to study the exploitation and utilization of renewable energy in Qinba mountainous area from the point of law.By analyzing the status quo of the laws and policies on the exploitation and utilization of renewable energy in Qinba mountainous area,and analyzing the main existing problems,the paper puts forward the corresponding policy suggestions.
