政会分开改革背景下的行业协会人才建设问题研究

摘　　要：政会分开改革对行业协会的人才建设产生了较大的影响,必须破解政会分开改革后的人才制约问题,大力加强行业协会人才队伍建设,才能适应其生存和发展需要。行业协会人才建设的主要困境包括负责人流失严重、吸纳高层次人才能力较弱、社会地位和人才专业化职业化程度低、人才开发资金投入不足等方面,可通过加强行业协会实力、实施引才引智工程、制定人才发展规划、建立人才信息库、加强人才职业化建设、加大对人才开发投入力度等方面加以解决。The reform of the separation of government and association has a great impact on the talent construc tion of industry associations.It is necessary to solve the problem of talent restriction after the separation of govern ment and association,and to strengthen the construction of talent team of industry association,so as to meet the needs of its survival and development.The major difficulties in talent construction of industry associations include serious loss of principals,weak ability to absorb high-level talents,low social status and professional degree of tal ents,and insufficient investment in talent development funds.It can be solved by strengthening the strength of indus try associations,implementing projects to attract talents and wisdom,formulating plans for talent development,estab lishing talent information database,strengthening the professional construction of talents,and increasing investment in talent development.
