摘 要:公共部门可通过提升私人部门的公平感知来改善其履约绩效,不同的PPP项目获取途径下两者之间的关系可能存在差别。首先,通过文献分析构建了以私人部门公平感知为自变量、履约绩效为因变量、项目获取途径为调节变量的理论模型;然后,模拟了通过正交试验设计确定的8种私人部门公平感知与项目获取途径组合的情境,以私人部门履约绩效的判别矩阵实现对其的测量,并采集到144组有效的实验数据;最后,采用方差分析处理实验数据,对提出的理论模型进行实证检验。研究结果显示:分配公平、程序公平、互动公平对履约绩效均具有显著正向影响;存在有意向的私人部门情况下或竞争性磋商方式下的履约绩效对分配公平更为敏感,无有意向的私人部门情况下或公开招标方式下履约绩效对互动公平更为敏感;项目获取途径对程序公平与履约绩效之间关系的调节作用并不显著。在此基础上,给出了4条公共部门在PPP实践中对履约过程进行管理的建议。Contract implementation performance can be improved by enhancing the private’s perceived justice,as the relationship between the two may differ it project access differs in PPP projects.A conceptual model is constructed with the private’s perceived justice serving as the independent variable,contract implementation performance as the dependent variable and project access in PPP projects as the moderator variable,based on a thorough literature review.Then eight scenarios identified by orthogonal experiment design about the private’s perceived justice and project access are simulated and a discrimination matrix for the private’s contract implementation performance is developed to achieve its measurement,and 144 sets of valid experimental data are collected.Finally,the data is used to test the conceptual model based on the analysis of variance.The main findings are that distributive justice,procedural justice and interactive justice have a significant positive impact on contract implementation performance;Contract implementation performance under competitive negotiation or intentional private sector is more sensitive to distributive justice,while contract implementation performance under public bidding or the absence of intentional private sector is more sensitive to interactive justice;The moderating effect of project access on the relationship between procedural justice and contract implementation performance is not significant.Four suggestions to the government are offered regarding project management during PPP implementation.
